(Dynamic Ocean) provides regulatory, environmental, and marine consulting services across Canada, with a primary focus on projects in British Columbia (BC) and Nunavut (NU). We specialize in supporting projects in complex coastal, remote, and northern environments, delivering expertise in environmental permitting, regulatory compliance, and marine and coastal field programs. Position Overview
The role of the Manager of People and Culture will be responsible for leading and continuously evolving Dynamic Ocean’s human resources function as the organization grows. This position is primarily responsible for delivering and evolving core human resource functions, including recruitment, onboarding, employee relations and retention, policy development, and employee engagement, while fostering a positive, inclusive, and compliant workplace culture.
Reporting to the Director of Operations, the Manager of People and Culture will be the organization’s human resources advisor, providing guidance and professional judgement on recruitment, employee relations, performance management, policy development and workforce planning. The role supports employees across the full employment lifecycle from recruitment and onboarding through development, retention and offboarding, while ensuring alignment with applicable employment legislation and organizational objectives.
In addition to core human resources responsibilities, the Manager, People & Culture works collaboratively with internal teams, including Health & Safety, to ensure alignment between people practices, training, compliance, and organizational policies. As Dynamic Ocean continues to grow, this role is expected to expand in scope and strategic influence, contributing to the long-term development of people systems, culture, and organizational governance.
Key Responsibilities
Human Resources Leadership & Advisory
Own and lead Dynamic Ocean’s human resource’s function, providing professional judgement and guidance to leadership on people-related matters, including employee relations, performance management, organizational structure, and workforce planning.
Act as the primary point of accountability for HR policies, practices, and compliance, ensuring alignment with applicable employment legislation and organizational objectives.
Serve as a trusted advisor to management, supporting informed decision-making on people, culture, and organizational risk.
Recruitment, Onboarding & Workforce Planning
Own and lead full-cycle recruitment activities, including workforce planning, job postings, candidate screening, interview processes, offer preparation, and onboarding, to attract and retain high-quality professionals.
Continuously improve onboarding and offboarding processes to ensure a positive employee experience, regulatory compliance, and effective knowledge transfer.
Prepare and manage employment contracts and employment-related documentation for new and existing staff.
Policies, Systems & Governance
Own the development, maintenance, and governance of HR policies, manuals, and standard operating procedures, including the Employee Manual.
Lead the selection, implementation, and ongoing optimization of HR platforms and systems to improve efficiency, consistency, and data integrity.
Maintain accurate, confidential, and compliant employee records related to hiring, role changes, leaves, and terminations.
Employee Relations, Development & Engagement
Support and manage employee relations matters, handling sensitive issues with professionalism, discretion, and sound judgement.
Lead and support performance management processes, including feedback, development planning, and performance improvement initiatives.
Support employee learning, training, and professional development initiatives, including tracking certifications and ongoing competency requirements.
Plan and support employee engagement initiatives, such as employee surveys, and analyze feedback to inform continuous improvement.
Compliance & Risk Management
Stay current with applicable employment legislation, including the BC Employment Standards Act and other relevant labour and employment laws, and ensure organizational compliance across HR practices.
Coordinate and manage employee offboarding processes, including exit interviews, documentation, and compliance requirements.
Collaboration with Health & Safety & Internal Teams
Work collaboratively with the Health & Safety Manager to support alignment between people practices, training records, policies, and compliance requirements.
Support HR-related aspects of health and safety initiatives, including training coordination, documentation, and employee compliance, as appropriate.
Prepare and manage subcontractor and consultant agreements in coordination with internal stakeholders, as required.
Continuous Improvement & Organizational Growth
Identify opportunities to strengthen people practices, systems, and culture as the organization grows, balancing strategic planning with hands-on execution.
Contribute to additional HR and organizational initiatives as required to support Dynamic Ocean’s evolving needs.
Education & Professional Qualifications
A university degree in Human Resources, Business Administration, Commerce, Industrial Relations, Psychology, or a related field.
A Chartered Professional in Human Resources (CPHR) designation or active pursuit of the designation is considered a strong asset.
An equivalent combination of education and progressively senior human resources experience will be considered.
Expectations & Knowledge Areas
Required
A minimum of eight years of progressively responsible experience in human resources, including experience operating independently in a senior or lead HR role within a professional, consulting, or regulated environment.
Demonstrated ability to own and manage the full scope of human resources functions, including recruitment, onboarding, employee relations, performance management, policy development, compliance, and employee engagement.
Strong working knowledge of the BC ESA, Human Rights Code, and applicable labour and employment legislation, with the ability to apply requirements in practical, real-world situations.
Proven experience advising leadership on people-related matters, exercising sound professional judgement in sensitive and complex situations.
Experience developing, implementing, and governing HR policies, procedures, and systems, including contributing to or leading the selection and implementation of HR software or platforms to improve efficiency and consistency.
Ability to work independently applying advanced professional knowledge, while collaborating closely with leadership to develop and evolve our organizations people practices.
Excellent interpersonal and communication skills, with the ability to build trust, manage confidential matters, and support employees across all stages of the employee lifecycle.
Strong organizational and time-management skills, with the ability to manage competing priorities in a dynamic, consulting-based environment.
High level of integrity and demonstrated ability to maintain confidentiality when handling sensitive employee and organizational information.
Comfort working in a role that balances strategic thinking with hands-on execution, particularly in a small and growing organization.
Optional / Additional Assets
While this is a full-time human resources role, Dynamic Ocean is a small and growing organization. Experience supporting related health and safety or administrative functions is considered a nice-to-have and is not a requirement for the role.
Experience supporting or working alongside Health & Safety professionals, including alignment of HR practices with safety training, documentation, and compliance requirements.
Familiarity with occupational health and safety legislation and regulatory requirements in British Columbia.
Exposure to or experience working with Safety Management Systems or online training and compliance platforms.
Experience supporting professional services or consulting environments, including working with project-based teams, subcontractors, or remote staff.
Experience managing or supporting SharePoint or similar document management systems, including document control, version management, and internal workflows.

Salary Range
$90,000.00 to $115,000.00 per year, commensurate with experience, qualifications, and demonstrated ability to operate independently in a management people leadership role.
